Responsibilities

Administration of Fair and Impartial Elections
As the Elections Official, the City Clerk administers Federal, State, and Local procedures through which local government representatives are selected. The City Clerk assists candidates in meeting their legal responsibilities before, during, and after and election.

Legislative Services - City Council Meetings and Agendas
As a Legislative Administrator, the City Clerk plays a critical role in the decision-making process of the local legislature. As the key staff for City Council meetings, the City Clerk prepares the legislative Agenda, verifies legal notices have been posted or published, and completes the necessary arrangements to ensure an effective meeting. The City Clerk is entrusted with the responsibility of recording the decisions which constitute the building blocks of our representative government.

Governance and Compliance
The City Clerk serves as the local Compliance Officer for Federal, State, and Local Statutes to include the Political Reform Act, Brown Act, Public Records Act. The City Clerk also serves as the filing officer for the Fair Political Practices Commission to include Conflict of Interests and Campaign Disclosures and Ethics training requirements (AB1234).

Administration of Board, Commission, and Committee Recruitment
The City Council has established a number of boards, commissions, and committees to review City programs, projects, and community issues. Members of the community are appointed to serve on these boards to provide greater community participation and public input in the determination of City policies. The City Clerk administers the recruitment, appointment, and onboarding of the boards, commissions, and committees.

Codify and Maintain the Manteca Municipal Code
The Manteca Municipal Code is a compilation of the City's Ordinances, which are local laws adopted by the City Council. An Ordinance is the most binding form of action taken by the City Council, the violation of which may be a misdemeanor, unless, by Ordinance, it is made an infraction. The City Clerk ensures proper codification of the adopted Ordinances into the Municipal Code.

Custodian of Records/Administration of the Records Management Program
As a Records Manager, the City Clerk oversees the legislative process of preserving and protecting the public record. By statute, the City Clerk is required to maintain the index of Minutes, Ordinances, and Resolutions adopted by the legislative body. The City Clerk also ensures that other municipal records are readily accessible to the public. The public record under the conservatorship of the City Clerk provides fundamental integrity to the structure of our democracy.

Services

The office of the City Clerk provides a range of internal and external services as part of the daily operations. Other services includes:

  • Accept and process Special Event Permits
  • Administer the citywide contract execution process
  • Conduct bid openings
  • Administer oaths of office
  • Processes and coordinates proclamations, certificates, and ceremonial events
  • Custodian of the City Seal
  • Accepts service for claims, lawsuits, and subpoenas relating to City business.
    • The City Clerk does not accept lawsuits which name only an individual and for which the City is not named.
    • The City Clerk does not accept subpoenas for individuals other than Custodian of Records.

The City Clerks Office aims to provide equal access to open and transparent government, safeguard and enrich the municipal election process, preserve the City’s legislative history, and to serve the community of Manteca with integrity.
