Utility Services Payment Options
City Of Manteca utility bills are sent out every month. Payment is due on the 15th of each month with a grace period until the last working day of the month. Payments received after the delinquent date will be subject to late fees and/or penalties. There are multiple ways to pay your bill including online bill pay.

Start New Utility Service
Manteca residents can sign-up for utility services by visiting the City of Manteca Finance Department located at 1001 W Center St, or by going to the online Move-In Application

Discontinue Utility Service
It is your responsibility to notify the City when you move or wish to make any changes to your residential utility account. The water meter will be read within 1 business day of your requested closing date or receipt of your request, whichever is later. A final bill will be prepared based on the closing date and will be prorated from the last month's service through the closing date. You may request to discontinue utility services by completing a Move-Out Application form and submitting it via fax at (209) 923-8930, via email to utilitystart@ci.manteca.ca.us, or in person at City Hall in the Finance Department.

Recycle and Trash Collection
Residential refuse is collected every week in the brown carts. These carts should be placed in the gutter, 3 feet from any other cart and 5 feet from any parked vehicle. Residential recycling is picked up on a bi-weekly schedule, alternating with green waste.

Manteca Transit
Manteca Transit operates fixed route and Dial-a-Ride bus service throughout Manteca with stops at key locations throughout the City. Fixed route service is defined as transit passenger service in which vehicles operate along an established path and make stops to pick up and drop off passengers at preset times. Manteca Transit operates three fixed routes within the Manteca City limits. Manteca Transit Dial-a-Ride service is an origin to destination transportation service for individuals with a certified disability, seniors, age 62 and older, and Medicare participants.

Parks and Recreation
The City of Manteca Parks Recreation Department serves thousands of individuals, including toddlers, youth, teens and adults throughout the greater Manteca area. We strive to offer programs and services that foster health, wellness and human development, strengthen families and provide recreational opportunities for individuals for the purpose of positively affecting the quality of life for all involved. The Department oversees more than 400 acres of neighborhood and community parks, the Tidewater Bikeway, skate park and the Senior Center. We also supervise the operations of the 18-hole municipal golf course, and library services.

City Government
The five-member City Council consists of a Mayor and four City Councilmembers all directly elected at-large. The City Council governs the City of Manteca, setting policy and adopting laws and regulations concerning municipal affairs, subject only to limitation and restrictions of the state constitution. The City Council meets formally twice each month on the first and third Tuesday of the month at 7:00 p.m. in the Council Chambers, 1001 W. Center Street, Manteca.

Parking Citation Payment Options
The City recognizes and understands that it is never pleasant to receive a parking citation. The City offers Pay by Mail, Pay by Phone, Pay Online and Payment Plan Options (California State Legislature AB 503, AB 2544 “indigent”). Citations are not dismissed because of claims of no signage in front of the location, inability to pay the citation amount, lack of knowledge of the program due to visiting or other reasons.
